i'm randi kaye. thanks for starting your day with us. while some of you may be scrambling to make tuesday's tax filing deadline others are looking ahead already to next year and some changes to the tax code that could make that 2013 bill a little more expensive. athena jones joins me now from washington with the details. good morning. what do we know about what tax rates will look like next year? >> good morning, randi. congress could act to make further extensions to some of the tax cuts that are set to expire but as of right now, the tax bill will go up for almost everyone in 2013. first you have the bush tax cuts. we hear a lot about that. the highest rate for the highest income earners would go from 35% to 39.6%. it's not just the rich who would be affected. even the lowest income earners in the 10% bracket would see the rate go up to 15%. everyone would be affected there. there is also a payroll tax cut expiring at the end of this year. everyone who has a job pays payroll taxes and so we've all enjoyed this 2% reduction in what we'v
